you have to use the white arrow to resize. click on the white arrow and then click the box. the outline of the box will be orange instead of blue. Re-size the photo and then click back on the black arrow to drag the blue box around the photo.
To change the size proportionally, make sure you hold the shift key while dragging the box with the white arrow.
Also, quick tip for making the outer box fit the new size of the image: drag under object menu to "fitting" and choose fit frame to contents
